Convention report:
*Noted process for timely Board of Review procedures which include the general chair deciding on some matters. However, if the matter is of a sexual nature, it automatically goes to the National Board of Review.
*Olympics will be taking cuts for the 50 meter distances.
*Top 16 times-National coordinator is doing times from the 4 areas. Bob Matlack will be handling top times for our area to go to National Record Keeping.
*Kim Black- Woman of the Year NCAA
*Frances read the letter from Dale Neuberger- Pres. of USA Swimming- re Kim Black, thanking ND members for hard work.
Ron Paradis-Administrative Vice Chair:
Ron updated the group as to the changes in the calendar: SHARKS meet of 12/1/01 cancelled due to pool renovations; Silver JO’s hosted by SHAQ- 12/7 to 12/9/01. Gold JO’s need a club to host for the 1/10 to 1/13/02. Bronze districts need a host for the Buffalo area 1/19-20/02. 14U District Championships were moved from 2/28-3/3/02 to 3/7-3/10/02.
Sanctions for meets will not be granted until a copy of the meet director’s and meet marshal’s 2002 USA Swimming membership cards are received. Meets can not be posted on the web page without a sanction number.
USA Swimming has modified the regulation that states the Meet Marshall shall wear identifying attire. The attire is not specified, but it could be a shirt, vest, arm band, etc.
Overswims have decreased over the past few years.
Anyone interested in service on a committee for the next 2 years needs to submit a volunteer form…(in your packet).
Barb Paradis
Convention:
Barb attended as a Delegate at Large. She attended sessions on club leadership, the board of review, safety.
Barb reviewed the current Meet Calendar A vote was held, and a majority of those present voted in favor of accepting the schedule as it stands.
Marci Callan-Senior Chair
Convention:
Reported on her meetings from the convention, participation was light due to 9-11
Marci highlighted parent information now available on the web..the PEAK program
Also highlighted the Swimposium concept…
Summer Sectional: Good participation from ND, well run meet.
Reimbursement forms continue to be a problem….incomplete, etc. Forms will be redone to help swimmers fill them out, but people need to be aware of what information is needed.
2002 Sectionals will be held at the NY Goodwill games pool 3/7-10/02.
Long Course will be held at ECC - 8/1-4/02
LSC Camps – May 2002--Will be done this spring: Julie O’Neil has asked to host a camp; if you are interested, let Marci know now. One-day camps, secure pool time as well as a cafeteria or classroom.
Zone Distance Camp is scheduled for the spring: May 2002- late; will know later if we got the bid.

Dave Finger- Age Group Chairman
Convention: Written report is in the next issue of Sprints.
Long Course Zones 2001: Potomac Valley won the team title, ND was 6th. Complete results are on the STAR and Niagara Swimming websites.
Top 10 certificates for 2000-2001 short course and 2001 long course are here, please pick them up.
Carol Reissig is continuing the Go the Distance and Versatile Swimmer programs, please encourage your swimmers to participate.
Thank you to the people on the age group committee for all your help, I would not have been able to do this job without you. Thanks to Rick Gramp, Marci Callan, Dan McCarthy, Vince McCarthy, Rich Parton and Steve Root.
Also, thank you to ND for the opportunity and support they have given over the past four year to serve as the age group chair.

Ruth Whelehan-Registration:
56 voting members are attending today.
Convention:
USA Swimming is going to a paperless registration process. Ruth has spent much time receiving training.
2003 will be completed through the electronic program, going to use HyTek format.
Details for registering and meet recon are in packet…
Middle initials are the most frequent problem….should be the same info year to year…other problems vary..
Now doing it through email…problems should be eliminated.
As of Jan 1…clubs will need to do a recon check of swimmers at invitationals.
As of Dec 15, 001, Ruth will run a registration list, please check at club level, for accuracy, get back to Ruth.
Clubs will be reimbursed $50 for an upgrade to or toward buying the Hytek II program…send proof of purchase and the district reimbursement form to Steve Snyder.
Steve Root- Coach Representative
Convention report:
Meetings were shortened due to 9/11.
Discussion on shallow end dives: original legislation called for 5 ft…discussion over difference between“practice” and “teaching”.
Ended up that we start to teach in the deep end and go to shallow end.
Tabled: Club certification / membership issue; how to get set up before being an actual club…requirements on pool time, coaching certification, $750 fee,
Tabled: bringing Junior Nationals back

Discussed Senior Districts being held the same time as Sectionals. Pool availability dictated dates available.
Cut times are good…numbers for Gold / Silver / Bronze meets are acceptable
Region I meet is back – to be held at Union College, 2/16-19/02 Sat, Sun, Mon.
There has been much difficulty with getting teams to volunteer to host District meets…For the next calendar year the committee will be looking at some incentives, i.e., lower fees paid to district.

Bruce Derrick- Officials
Bruce thanked the District for sending officials to National Clinics.
There is a need for more officials….especially in the Syracuse area…continue to encourage clubs to recruit new officials.
It may come to if there are no officials, no meet sanctions will be granted….clubs need to have active officials to run their meets.
Rule changes:
Backstroke; the body may be submerged at the touch (clarification of rule…just the touch)
Fly; body kept in line on the breast (clarification)..not shoulders in line with the water
June Mundt- Swim a Thon, Open water swimming
All Swim –A- Thons are up to date.
The August 11, 2001 open water swim at Hamburg Beach has about 25 USA swimmers participating. No further open water swims are scheduled at this time.

Andy Lerner (STAR): Brought up issue of meets scheduled same weekend, feels it’s not a conflict of interest.
Wanted approval for a meet 7/11-14…same weekend as RAYS meet….
Board had decided that late entry for sanction was reason to not approve the meet.
RAYS coach ( Rick Gramp) said there was not a conflict in the past, they just wanted the board to say yes or no, not have RAYS members say yes or no.
The RAYS meet was successful….
Discussion on the floor indicated that having the two meets the same weekend was not a problem. Coaches spoke in favor of having the meet put back on the calendar.
Motion set and seconded for the meet to be put back.

.Comments/Discussion from the floor and Executive Board re: background on the proposal and the issue of “voting representing ND” versus voting one’s conscience. In favor: 14, not a majority vote, proposal defeated
*Proposal for decrease in fees charged to clubs for district meets run by club: No opposed, no abstentions, voted unanimously
Issue of Senior District, Sectionals, Gold JO’s, and boys high school sectionals & state meet. Swimmers can go to the senior dist or sectionals after boys states to get their one meet in.
